I have a brand new shower head, but not much water pressure what to do?

I tried 3 different new shower heads made by Moen and 1 by Delta (which was taken down from one of the upper level showers to test). None better than other interms of water pressure. This shower is in lower level, about 15 ft from the water heater. Upper level shower heads gives ample pressure. I checked the pipes (1/2″) no evidence of clogg. Found a built in filter those shower head does it causes the problem?

      An area where have one water source running at all can only have one water source running at time if attempt to turn on second or even flush the same problem and it has nothing to.
