Shower head leaks when I run the bath faucet?

When I attempt to take a bath, my shower head produces a steady stream of water. The divertor is all the way down when I turn on the water, could the internal mechanism be bad? Should I replace the entire faucet?

      The rubber gasket may be bad.

      The part you look into that make sure the showerhead on is fully closed know mine isnt shut all the showerhead on is fully closed know.
