What is a good low flow shower head?

I live in an area with mandatory water rationing and need to cut down on water use. I am looking for a good low flow shower head that doesn’t feel like a low flow shower head. I have seen two that put out 1/2 gallon per minute but it seems that can’t be great (one was called Aqua Helix). What is a really good low flow shower head that uses considerably less than the standard 2.5 Gallons per minute. Also, has anyone used the Aqua Helix?

They have these little filter like inserts that go in your shower head. Check at Home Depot.
